Municipal and Private Facilities Branch

The Municipal and Private Facilities Branch of the Environmental Permits Division (EPD) is responsible for the issuance of mostly domestic wastewater permits for Municipalities, public institutions, and private facilities such as subdivisions, mobile home parks, restaurants, schools, etc. The branch also reviews and approves plans and specifications for construction of domestic wastewater sewer systems and treatment facilities. In addition the branch reviews feasibility studies for proposed subdivisions as required by the Department of Health.

Announcements

We are pleased to announce that effective immediately, the Environmental Permits Division (EPD) of the Mississippi Department of Environmental Quality (MDEQ) will accept and encourages the submission of Plans and Specifications in an electronic file formats such as PDF, TIFF on CD or DVD. In accordance with State regulation WPC- WPC-1.1.VI.B., EPD receives, reviews and approves plans and specifications for all proposed municipal and domestic sewage collections prior to beginning construction of proposed system. In the past, engineering firms have sent us full scale blueprint sets for these projects; this is no longer required in hardcopy format. At this time, the required information sheet should still be submitted via paper and a signed and stamped cover letter should be included with any electronic files indicating that the plans and specifications submitted electronically were developed by a professional engineer who holds a valid certificate of registration as a professional engineer issued by the Mississippi State Board of Registration for Professional Engineers and Land Surveyors.

The Permit Board issued the JCUA Hurley Wastewater Treatment Facility Permit No. MSU008001 during the Special Permit Board meeting held on June 30, 2009. MDEQ has added a link to a form entitled "Coastal County Utility Authority Environmental Clearance Form to the Office of Pollution Control" under commonly used applications and forms. This form is required to be completed and submitted to MDEQ for all construction stormwater coverages in Hancock, Harrison, Jackson, Pearl River and Stone Counties.
